McHale Andrew, Chief Advisor, Caribbean Business Angels Network (CBAN), has been appointed as Senator at the Grand Assembly of the World Business Angels Investment Forum. Senator Andrew will represent St Lucia in the Global Startup Committee of the Grand Assembly.

McHale S. C. ANDREW is a development economist with acquired work skills ranging from investment promotion to economic analysis and policy formulation; tourism market intelligence and research to strategic planning and business/institutional management. He is currently an independent consultant and part time OECS Country Adviser for the Caribbean Business Angels Network (CBAN), which is coordinated by the EU- funded Caribbean Export Development Agency (CEDA) McHale has held positions as Chief Executive Officer (CEO) of Invest Saint Lucia, the national investment promotion agency; Executive Vice President of the Saint Lucia Hotel and Tourism Association (SLHTA); Research and Development Advisor at the Caribbean Tourism Organisation (CTO); Permanent Secretary in Saint Lucia’s Ministry of Tourism; and Director of External Relations at the Eastern Caribbean Central Bank (ECCB), where he served for some ten (10) years, prior to a five (5) year stint as an economist at the Ministry of Finance in his native Saint Lucia.  He was the elected President of the Caribbean Association of Investment Promotion Agencies (CAIPA) from January 2015 to January 2017 and also a former elected director of the Caribbean Natural Resources Institute (CANARI), where he volunteered his time towards assisting in Green Economy development strategies through Action Learning Groups and international representation of the Institute at International Green Growth Summits. McHale Andrew is an avid adherent of the “triple bottom line” approach to development that gives equal consideration to the economic, environmental and social aspects.  He holds a Bachelor's Degree in Economics & Law from the University of the West Indies and a Master's Degree in Economics, Law & Policy-Making from the London School of Economics & Political Science (LSE).  His major consulting assignments have involved working with or for international development agencies/donors such as the United Kingdom’s Department for International Development (DFID), the International Monetary Fund (IMF), the European Union (EU), the Pacific Asia Tourism Organisation (PATO), the CARICOM Secretariat, Caribbean Export Development Agency and the Organisation of Eastern Caribbean States (OECS). McHale Andrew is also an accomplished public speaker, keen golfer, jazz music fan and published amateur poet.
